RE: RATES AND/OR FORMS UPDATE - New Colorado Rate Manual

Dear Associates:

The Colorado Division of Insurance has approved Stewart’s latest rate submission, and the new rates are effective May 27, 2025.

A copy of the Revised Colorado Manual of Charges and Forms for Title Insurance is available here.

These rates have been provided to third-party TPS vendors. Please contact your TPS vendor or account services representative to have the new rate changes implemented in your system. 

A summary of the changes to the Rate Manual is outlined below.

• Basic Rate Minimum increase to Area N

o Increase the minimum from $360 to $450.

• Basic Rate increase to Area T

o Increase of $9 in each liability bracket from $0-$1M liability.

• Basic Rate increase to Area G for specific liability amounts as well as increases to Rate per Thousand charges over $1M.

o La Plata County is removed from Area G.

• La Plata County moved to its own Area as Area W with a Basic Rate increase for specific liability amounts as well as increases to Rate per Thousand charges over $1M.

• Change in Residential Short-Term Charge for all Areas Except Areas B and D. Residential Short-Term Rate:

o Year 1-2    55% (Previously 50%) 

o Year 3       70% (Previously 70%)

o Year 4-5    75% (Previously 70%)

(Areas B & D (El Paso, Teller, Huerfano, and Pueblo) remain at 55% years 1-5)

• Addition of ALTA Residential Limited Coverage Mortgage Modification Policy with pricing. (See Section D-1(f) on page 84 of the Manual)

• Required Changes from DOI:

o SCHEDULE OF RESIDENTIAL RESALE BUNDLED LOAN CHARGES FOR TITLE INSURANCE (1-4 FAMILY AND IMPROVED PROPERTIES)

§ Removal of “Charge shall be rounded up to the nearest whole dollar.” in Note 1. (General rounding rule continues and is found in Section B-1)

• Endorsement changes:

o ALTA 6 series split into Residential and Commercial pricing of $50 and $100, respectively.
o ALTA 8 series split into Residential and Commercial pricing of $50 and $100, respectively.
o ALTA 10 changed from flat charge of $45 to 10% of Basic Charge with a maximum of $1,000.
o ALTA 10.1 added a maximum charge of $1,000.

§ New ALTA 10.2 and 10.3 added with same ALTA 10 series pricing.

o ALTA 11 series pricing increased from 10% to 20% charge.
o ALTA 14 series pricing increased from $35 to $100.
o ALTA 18 series pricing increased Residential charge from $85 to $100.
o ALTA 22 increased from $85 to $100.
o ALTA 22.1 increased from $40 to $100.
o ALTA 22.2 added with the price of $100.
o ALTA 36.9 added with the price of 10% of Basic Charge.
o ALTA 41 series pricing for owner’s policies increased from 5% of Basic Charge to 10% of Basic Charge: maximum $1,000.
o ALTA 41 series pricing for loan policies increased from $85 to $100.
o ALTA 43 increased to $100.
o ALTA 48 and 48.1 were added with no charge.
o COLO 107.9 charge increased from $50 to $100.
o COLO 107.12 maximum increased from $250 to $500.
o STG Patent Endorsement changed to a flat charge of $250.
